 Regional Coordinator – Vaccination Program  (30 Posts) 

Overall Function:

A regional coordinator is responsible for coordinating all COVID19 vaccination activities in the region. A regional coordinator will ensure that optimal standard of care is achieved in line with National guidelines, client satisfaction and good clinical outcomes.

Key responsibilities:

  • Support Council Team to develop the comprehensive Council COVID-19 micro plan
  • Support Council Team to conduct the Council level stakeholders meeting to discuss
    on COVID-19 vaccination
  • Ensure there are Council maps showing all the Health Facility service areas, villages/
    streets, vaccination post fixed and temporary, roads with distance and population.
  •  Ensure the Health Facility service area level implementation plans are displayed at the
    Council Ensure the personnel involved in the implementation are selected per criteria
    given
  • Ensure the Council Supervisor and vaccinators are health workers qualified to give
    injection
  •  Ensure the recorders are Extension Workers who can easily screen the age of children
    and record
  •  As part of the Council team, monitor and supervise implementation of Local
    Supervisors and Vaccination Teams
  •  Ensure the availability of vaccines, cold chain and logistics materials
  •  Ensure the protocol of handling rumors and providing statements in case AEFI occur
    to assure the public is discuss in the District PHC Meetings
  •  Ensure the availability of emergency drugs for AEFI
  •  Monitoring and auditing all AEFI
  •  Ensure the waste management plan is clear to all Local Supervisors and Vaccination
    Teams and monitor the waste management at the implementation level
  •  Data collection and compilation including sharing of reports to next higher level on daily
    basis
  •  Support Council team to manage properly the financial resources provided for
    implementation of COVID-19 vaccination

Qualifications and Requirements

For appointment to the post of Regional Coordinator, a candidate must;

  • A university degree in any health science discipline, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required.
  • At least 1 years’ work experience 
  • Experience working in PEPFAR funded projects is an added advantage
  • Should be self-motivated
  • Should have good interpersonal and communication skills (both verbal and written)
  • Ability to work under pressure with minimal supervision

Salary

Vaccination Post team Supervisors  (60 Posts) 

Overall Function:

Vaccination post supervisor is responsible for supervising all COVID19 vaccination activities in the area. 

Key responsibilities:

  • Responsible with immunization activities in the Post service area
  •  Coordinate the post activities
  • Ensure house to house mobilization is done prior implementation within the post
    service area.
  •  Ensure the volunteers are mature and respected persons selected within the service
    area who can influence change in the community
  •  Ensure the post is functioning according to the vaccination post implementation
    plan
  •  Ensure all eligible people under priority group are vaccinated voluntarily
  •  Ensure the availability of vaccine, cold chain and logistics materials
  •  Ensure the availability of emergency AEFI drug kit
  •  Monitor, manage and audit all AEFI cases and report to the Council Supervisor
    immediate
  •  Data collection, compilation and submission to the Council Supervisor on daily basis
  •  Collect the safety boxes from the post to the designated burn areas every day.
  •  Monitoring and supervision of the implementation
  •  Monitor the waste management issues in the out post

Monitoring & Evaluation Officers (7 Positions)

The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues.

Responsibilities

Within delegated authority, the M&E Officer will be responsible for the following duties:

  • Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
  • Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
  • Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
  • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
  • Develop baseline data for each project component and for all project indicators.
  • With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
  • Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
  • Organize and undertake training with collaborating partners on M&E as required.

Education

  • A university degree in political science, social science, international studies, public administration, economics, engineering, earth sciences or any diploma/degree from any recognized institutions 
  • A minimum of one year of progressively responsible experience in operations affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area, is required.
  • Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.

Project Coordinator  (7 Positions) 

Job Brief

The position holder will work closely with diverse teams to formulate and implement specific activities in the annual work plan for the Network in accordance to ‘WE CARE’ AfriCovid Project contractual obligations and internal policies and procedures. This project will be conducted in 7 regions across Tanzania Mainland (Dar es Salaam, Arusha, Kilimanjaro, Mwanza, Mbeya, Dodoma and Shinyanga)

Job Description/Requirements

Main Duties:

  • Oversee the implementation of the project technical activities in a collaborative and timely manner, and is conducted in line with the donor-approved project work plan and budget.
  • Manage the regional project budget assigned by the Program Manager
  • Lead and support engagement with the Regional/District Medical Officers, Regional and Council Health Management Teams and Hospital leadership teams for the successful implementation of Project
  • Support the delivery of high quality in patient case management (i.e. screening, triage, Infection Prevention Control training to Health care workers through On the Job (OTJ) training
  • In Collaboration with Program Manager, develop tools and materials (Clinical SOPs/job aids) required for stakeholder’s engagement, planning, assessment, monitoring and reporting of the RCCE and Community Surveillance activities.
  • Keep track of the project work plans implementation, reporting timeliness and project indicators, and oversee quality of reporting including individual activity reports to strengthen the project.
  • Undertake regular field visits, periodic supportive supervision visits, monitoring activities, data quality assessments (DQA) and development of respective reports.
  • Regularly assist the Program Manager to prepare and present quarterly project progress and technical reports to the donor, MOHCDGEC and other stakeholders as required
  • Represent the project and AFRICOVID in various stakeholders’ meetings and forums as directed by the Program Manager.
  • Facilitate planning and review meetings and ensure appropriate documentation of the activities for internal reporting purposes
  • Implement accountability activities for the project using the tools and guidance provided and work with MEAL leads to report and track accountability feedback and actions 
  • Work with program manager or officers to document and share progress and achievements of the programs
  • Perform other Project duties as needed.
